Minutes:
1 welcome/opening of the meeting
chaired by Thomas Gaul, co-chaired by Gregory Engels
secretary for this meeting: Thomas Bruderer (Apophis) is the only
volunteer
Wolfgang Dudda, Germany: Our legal department is sure we can do this. We
got also information about the maximal peaks which have been in the
Terabyte range per hour. The DE-IT said that we should all help each
other to be able to serve high bandwith peaks.
Thomas Bruderer, Switzerland: We have at least one offer for serving
privatly, and we could provice probably a reduced bandwith on our server.
Marks Stoff, Austria: does not know exactly how much bandwith they can
provide. We don't have the bandwith at the moment.
Marcel Kolaja, Czech republic: we are hosting a mirror at the moment.
The technical details are not exactly known to me.
Sven Clement, Luxembourg: We run 3 mirrors with the help of our party.
They are not controlled by the party but are available for the
distrubuted mirroring, probably more. they are not using the whole
bandwith yet, but its unknown how much.
2 mirroring of whistleblower pages
a presentation of possible technical solutions
Torsten Fröse: The solution is based on a handfull big servers which are
managing a big number of smaller mirrors. For the traffic problem we
suppose a huge number of small virtual servers, because the Problem is
mainly the traffic and not the server power.
Sven Clement: Wikileaks started a similar action, but we want to pool
the domains together. We do not need the huge list of dns entries. It
will be easier for the end user to find the content.
Wolfgang: I think we misunderstood each other. Can we use the
wikileaks.ch domain for such a system.
Thomas Bruderer, Denis Simonet: Yes we can do that on short notice, the
TTL is on 30 minutes now.
Marcel Kolaja: So you need only our IP-Address.
Torsten Fröse: Yes in the first step we only need the IP-Adress, if you
have more than one server in your country, you'll get a script which
runs a load balancer, and shouold be easy to setup.
Denis Simonet: Can we combine this solution with the one from wikileaks.
Torsten Fröse: This is another solution, we do not wan't access to all
the servers, we think about a push system which only tells that there is
an update, we want that everybody can participate without an ssh login.
We think the security implications for this are questionable.
Denis Simonet: Do we propose wikileaks to change their system?
Wolfgang: this is only an alternative.
Torsten: We want an original certified copy from the wikileaks server
but we will distribute the data ourselves.
Thomas: What happened to the plan to offer this service to other
whistleblower websites?
* Are there are other Whistleblower websites out there?
Wolfgang: Yes there are some smaller sites, and one former Wikileaks
member from germany is starting a new one soon.
b legal aspects
Thomas G: As far as I understood there are no legal problems for hosting
the wikileaks content.
Wolfgang: There was no doubt about the possibility to host wikileaks,
even when there would be military secrets on the website. Since we are a
second tier of whistleblowing the legal standpoint is pretty safe. Since
we don't publish any secrets anymore.
Jakub: I think this opinion is correct, there should be no legal
problems in hosting the wikileaks content. The very fact that we publish
something in the Czech republic does not mean we could face legal
problems in the US.
Markus stoff: This also should be fine with Austrian law.
Kai Reuter: We use the same source as all the journalist.
Peter: Are there any concerns about data retention laws.
Aleks: the data rention law is not active at the moment, because the
supreme court (Bundesverfassunggericht) in Germany ruled that it must be
changed.
Michael Gregr: A more moral statement: Wikileaks should be probably
independant from any political motivations.
Sven Clement: Of course, wikileaks needs to be independant, we only make
sure the content stays up. We do not directly support wikileaks, we
support the freedom of information.
Michael Gregr: So wikileaks might publish secret information about the
pirate parties?
Aleks: Of course Wikileaks can publish, if they do, it's a good thing.
Wolfgang: Wikileaks stays independent, but we should take this cyberwar
serious and will offer this service to other whistleblower platforms.
The current situation is too serious to not keep wikileaks online.
c consequences/results
Shall we do that?
Yes from Germany, Switzerland, Luxembourg, Austria, Czech Republic, Russia
Marcel Kolaja: We can also redirect the new available domain names back
into the cluster.
Thomas G: There will be some good technical solutions.
Wolfgang: We should meet on Wednesday, since we are under high pressure
and need to keep in sync until the situation gets back to normal.
Wolfgang: If we get pressured by any secret service, the pirate parties
all over the world should immediatly publish this and show the
international solidarity.
e press release
> This press release will go out at 8pm GMT+1
Pascal Gloor: We might want to change the last sentence. We should
emphasize the seperation of executive and juristication.
Wolfgang: We should take the gouvernements executives because they are
responsible for the decisions made.
Michael Gregr: Just one point, the explanation is kind of defensive. We
probably should say: we should be more offensive, and say "wikileaks is
not fighting against secrets" - "wikileaks is fighting lies".
Thomas: The official release will be as it is now, in your own countries
you can adapt the press release as you want.
* At 8.04pm - the press release was released.
---
5 minutes break: we are back at 20:11.
The break will be longer until approx. 20:30
meeting will be continued

Možná bych to upravil:
Z důvodu stability, je infrastruktura vytvořená pirátskými stranami nepřesměrovává provoz na hlavní server, ale hostuje původní informace ze serveru Wikileaks na vlastních webech.

Uvidíme, jaký bude zájem. Dalším krokem by mohla být tisková konference, kde by se novináři mohli ptát. Jste v Praze schopni ji tak někdy ve středu nebo čtvrtek uskutečnit?
