"According to Saudi Arabia's leading English newspaper, Arab News, online newspapers, blogs and forums will now need to register with the Ministry of Information and Culture for licenses to operate, according to new regulations that the ministry announced Saturday it is to introduce. Abdul Aziz Khoja, minister of information and culture, said that the system is "in line with the development moves that the media sector is witnessing." He added that the rules do not include any clauses restricting freedom of speech and that the ministry is eager to ensure there is transparency. He also said that the rules will be made open to improvement in the future."

They plan to look at the way each region of the state does things, and implement the best plans. Kalamazoo happens to be one place that the governor feels is doing things right, and should serve as a template for other areas. But you are correct in that this is not really about "open source" government at all, which would allow anyone to contribute. This is about taking the best policies and procedures already out there, and using them in places that are not yet doing so.

RIAA Threatens ICANN Over Music-Themed gTLD Standards

"A letter to ICANN (PDF) from Victoria Sheckler, Deputy General Counsel for the RIAA, demands modifications to the future implementation of the .music gTLD, threatening to 'escalate the issue' if certain concerns about 'wide scale copyright and trademark infringement' are not addressed by ICANN in compliance with the RIAA. 'Under the current proposed standard, we fear that we will have no realistic ability to object if a pirate chooses to hijack a music themed gTLD to enable wide scale copyright infringement of our works,' Sheckler said."
