17.12. od 2000 proběhne na mumble PPDE setkání Evropských Pirátů k tématu Uprchlíci jakožto komponentně společného programu pro eurovolby. Nechť je toto vlákno organizačně-politickou diskusní platformou pro přípravu setkání.

Ahoi!

On the November 27th, 2015 the European Pirates have jointly agreed on a new
roadmap to the common election programme for the European Parliament
elections 2019. As part of this roadmap, a series of focused discussions
will be held.

So this is the invitation to the first of such meetings, this time focused
on a topic "Refugees".

Though we first went for December,18th, 2015, some little devil worked
against this specific date, so please excuse any inconvenience caused by us
in moving this further out.

So we hereby invite you for the new date of 20.01.2016, 20.00 CET to discuss
the main topic "Refugees" on the NRW-Mumble. Please pass along this invite
to anyone who you think should participate in this process.


As we are the issue for the first time this year (not taken into account the
items collected on the 27th of November) is up to all of us to collect the
vital information for the topic and ask for specialist within your pirate
parties. It is important to know the current view on this matter from all
European Pirate Parties, as well as getting input from informed experts.

Any pre-shared information (especially the official view of your Party on
the topic of Refugees/Asylum/Migration) is welcome for the preparation of
the meeting. Please send in your information to cep@ppeu.net until the 17th
of January 2015

Dnes proběhla mumble schůze PPEU na téma uprchlická krize. Zápis je tady, audio záznam by se měl teoreticky taktéž někde objevit.

Své stanovisko předložilo několik stran, ovšem nejpropracovanější jsou stanoviska naše a německé (upřímně naše je asi nejlepší :D ). Hájit si svůj text dorazili pouze zástupci PP-IT, PP-FR, PP-DE a PP-CZ (my jsme dorazili v nejhojnějším počtu 5 lidí, velké díky patří především našemu mluvčímu - Alexovi!). Jelikož některé aspekty ostatní stanoviska vůbec neřeší, podařilo se nám pár věcí prosadit (společné ambasády, boj proti převaděčům poskytnutím legální alternativy) Shodli jsme se de facto na všem kromě kvót, na něž mají Italové a Němci jiný pohled než my. Více než hodinu a půl jsme se je snažili přesvědčit, ale zatím je dohoda na bodě mrazu. Na druhou stranu PP-DE zřejmě chce prosadit celoevropské tvrdé imigrační zákony a stejně jako my kladou důraz na důslednou integraci.

Nějaké body průniku stanovisek jsme si již vytyčili, jednání bude ale pokračovat, příští schůze bude 3. 2. od 20:00. Bude to ještě boj, držte nám palce. :)

Kromě výše zmíněného jsme si taky vzali na starost předsedání dalšího bodu - ekonomika (+ minule jsme si vzali demokracii). Na to založíme zvláštní vlákno. Organizace se ochotně ujal Honza Lipavský, za což mu patří velký dík!

: Slovenia's setting a wire fence on its south border with Croatia, had around 250,000+ refugees crossing in the past 1,5 months, we're seeing a rise of right wing parties (very problematic, especially after the Paris attacks : talk on ban of burqas for example)

* Czechia: almost no refugees, however there is hostile opinion of population against all migrants. PP-CZ stay for taking refugees, but does not support open borders for economic migrants; we want common european solution

* Sweden: open borders policy (PPSE), government seems to change its policy which had been alike so Sweden is closing down. PPSE even want to make it easier to ask for asylum. E.g. calling for asylum in the embassies of Sweden

*Suisse: There is a comparatively low number of refugees in Switzerland but a huge political debate around them. The debate is also greatly polarized with very different opinions. The Pirate Party Switzerland has recently taken the position to demand that more refugees be allowed into Switzerland and travel to Switzerland from crisis regions be made easier. Especially embassies should be entrypoints for refugees.

Immigration, Asylum and Refugees

The Pirate Party of Austria is committed to a humane treatment of refugees and migrants. For this reason we want to facilitating the requirements for the transition to permanent residence status. Here is the situation of many years tolerated refugees and those refugees who can not secure its own livelihood to pay particular attention. In the long term to permanent residence permits for refugees who, staying more than five years in Austria to work.

The Pirate Party of Austria understands integration as a general government task. The aim is to promote the social, societal and political participation by and with people with migration background independent of their social status, origin, gender, sexual orientation or religion based on the basic democratic order. We are committed to a general suspension of deportations and detention. Deportation is a state coercion, which can only be carried out with the aid of measures often associated with the fundamental rights and human rights in conflict and therefore are unworthy of a constitutional state. We generally keep the asylum and immigration law Austria for need of revision, since it does not protect human rights effectively. This includes the design of a humane immigration policy.
Permit for asylum Advertisers

The Pirate Party of Austria advocates that asylum Advertisers takes place after the first interview, which is a mandatory part of the asylum procedure and after the medical examination and police first interview, get a work permit in Austria. Czech Pirate Party's position on the wave of refugees

Pirates stand for rational approach to refugees on both European level, as well as in the Czech republic. The wave of refugees has shown us that European rules require change - the Dublin system does not work. As Pirates we don't consider quotas as a solution but appeal to European solidarity with overloaded countries and for common European solution. Extreme demands such as to sink boats on the one hand and accept all immigrants on the other hand are not solutions for the current situation. We agree with introducing a common asylum procedure where member states would claim their prefered groups of migrants and migrants their prefered final destinations. A refugee must be guaranteed an admission, however not into a particular country. For better clarity, this statement is about war refugees whose lifes and families are endangered and political refugees persecuted for their beliefs. Unless explicitly mentioned, this statement is not about economic migrants whose lifes are not endangered and who only want better standard of living. In case of economic migrants we don't see a reason to adjust laws based on the current situation.

Help of individuals, NGOs and charities contribute to the solution. We don't agree with using influx of refugess for political reasons and for spreading fear, moral panic and insecurity in the society. We appreciate rational approach of politicians to the migration issue. An approach based on facts we also strive to: Those who set off for a better life in the European Union are concentrated in those member states where they crossed the EU borders as well as in the richer countries they managed to escape in such as Sweden or Germany. None of those states are handling such a brunt. Among border states, especially Italy, Greece and Hungary are overloaded. They are the countries of first contact, where the refugees must apply and where they would have to stay in case of successful application procedure. The migrants want to get asylum in wealthier countries, so they attempt to reach them regardless of the rules. The Czech Republic, which territory is among other on the migrants way, voluntarily claimed to accept 1500 refugees. This amount is not patriculary high - our European neighbours need help.

Solving the wave of refugees on European level

Millions of refugees remain in camps in Turkey and another countries neighbouring Syria . They stay there in poor conditions. To solve the migration wave, changes in EU asylum policy must be implemented as it's a paneuropean problem.

We stand for the following measures as part of the solution to the refugee wave on European level:

Asylum application possible also outside EU - into any member state

Refugees must be able to apply for asylum as closest to their homes as possible - not just as far as on the border states of the EU. This would at least partially decrease the pressure on European territory. Pirates support building joint European embassies in appropriate locations. As a part of common asylum policy we also support creating asylum centres outside EU. We agree with common asylum application to all EU member states. The applicant would claim prefered country, that would be reasonably justified (eg. relatives living there etc.) We also insist on European rules of fingerprinting and collecting other biometrical data of migrants and sharing them among security forces among member states. This privacy infringement must be strictly limited just until asylum is granted.

An essential part of the solution should be a common EU budget to cover costs associated with the placement of asylum seekers, to which all member states will contribute proportionally. This will allow also to effectively replace the absurd quota system. Refugees (and any associated costs) would be as such funded fairly by all Member States, anywhere they would ask for asylum.

Security and preferential measures

Europe should primarily help refugees that have no other choice how to save their lives and families, only then help prefered groups of economical migrants. When application is submitted outside EU terrirory or in EU camps on external borders, people, whose relocation into EU is unwanted (eg. criminals, terrorists, violent people or those violating human rights) would be filtered out in early phase, while people matching the criteria defined by the member states and the UN Convention on refugees would get prefered. All member states would again proportionaly fund the joint protection of the external borders of the Schengen zone and such camps.

Preferential allocation

According to the international conventions, a refugee in need has a right to asylum. However, inside the EU they can't make a fiinal decision which country would accept them. They can only give special reasons for preference - for example relatives in the particular country. However, it's not possible to satisfy all preferences, therefore an effort should be made so that refugees without special ties to a particular country would be placed also in other countries of EU, that are willing to provide them with equally safe home. Placing into other than prefered countries should not be based on mandatory quotas, but on the voluntary solidarity. Member states should have a veto right when accepting individual migrants, based on criteria defined by the particular member state (eg. knowledge of language, education, ties to the country etc.)

Greater contribution of economically stronger member states to the solution of migration

Accepting a legal refugee is not for free and financial resources on the contribution for the refugee have to be found. Finance for migrants should be distributed so that all EU member states contribute a proportional amount on refugees placed in other member states, on foreign offices for asylum application, on EU refugee camps in states surrounding Syria, on fight against illegal people smuggling as well as on common external border protection. Königsteiner Schlüssel used in Germany to distribute costs among federal states can be used as an inspiration when calculating shares of individual countries. 2/3 of a share is defined according to their tax income, the rest is based on their population.

Unless there is stronger harmonisation in contribution on a refugee across member states, migrants would still seek moving to richer countries. A refugee should only have right on financial support in the country they were granted asylum.

Fight against illegal people smuggling

In a long term EU must systematically fight against illegal people smuggling, both directly and indirectly by providing legal and safe alternative for endangered refugees. That would limit the space for criminal and terrorist organisation and money which migrants pay to smugglers today could be used to cover the costs related to providing asylum and their own life expenses, supporting European economy in result.

Policy of peace and an arms embargo in military zones

Czech Pirate Party also highlights the importance of solving causes of refugee wave on European level - especially formenting wars - despite the pressure of american, french, czech or other weapon companies, that sells weapons used in the conflict areas. We call for ban on the gun export for other than official allied armed forces in war zones under financial sanctions for the weapon companies.

Diplomatical solution

It is necessary for EU to appeal on the USA, Gulf countries and Russia diplomatically, so that they also accept a part of refugees. European union must initiate peaceful solution of Syria conflict in the UN Security council and on global level.

Participation of the Czech Republic on solving the wave of refugees

War area refugees are not interested much in receiving asylum in the Czech Republic and mostly consider their stay on territory of the Czech republic as an unwanted obstacle on their way to Germany. Among asylum seekers in the Czech Republic, Ukrainians make a majority.

Nevertheless, the Czech republic should be ready for influx of migrants detained on our territory on their way to Germany as well as on increase of asylum seekers when capacities in Germany will get shortened. We recommend implementing following policies regarding refugees:

Reasonable amount of voluntarily accepted refugees

The Czech government voluntarily obliged to accept 1500 refugees, which our country definitely can handle and it reflects the need of other countries and currently approved quotas. We consider, that it's possible to increase this count, provided there are capacities available. We call for transparent assesment of how many refugees can the Czech Republic actually accept.

Ability to discuss and cooperate on solution of wave of refugees

Pirates criticize the Czech government for not being able to get support of other EU member states for their position and then criticizing democratically accepted decisions. The European commision had presented proposals on solution of the situation that had support in the European parliament. However, governments of the member states have refused to solve the problem in the European council for a long time and it's not getting any better when the situation becomes critical. In addition, Czech integration policy should not be created only by intelligence officers, the immigration police and the immigration office of the interion department, who currenly seem to be setting the most hostile conditions so as to prevent anyone from coming into the Czech Republic.

Allow fast-track relocation for prefered groups

According to the Pirates, the Czech Republic should define prefered groups of migrants that would enrich the Czech society (eg. sciencists, highly educated people, artists, politically persecuted persons). Such ciriteria should be taken in account in the common asylum procedure.

Following the rules of Schengen area and cancelling border controls

Pirates strongly supports freedom of movement of EU citizens and legal visitors accross all states of the Schengen area. However, this doesn't mean any foreigner without a Schengen visa can freely travel accross our territory to another countries seeking asylum there. In this aspect, it sufficient for national security services to enforce obeying standing legislation. Apart of that, some countries renewed border controls inside the Schengen area. We consider that measures limited for the period of migration wave and expect border controls on internal borders of the Schengen area to be cancelled as soon as possible.

Better conditions in detentions camps

Beside lower quality of life, the refugees are less interested in the Czech republic because of the treatment in detentions camps, especially in facilities for detention of foreigners, which is for certain migrants the first point of contact. Despite the effort made, these camps still looks more like a jail for criminals. We call on the government and ministry of interior, to ensure detention of migrants that don't pose danger is made in such conditions that the Czech republic is not a hostile country for them. Camps with strict rules should be restricted for immigrants that can pose a security risk.

Involvement od local governments

The European union is claiming the principle of subsidiarity, therefore it's time to make action and involve municipalities and regions into integration. Local offices should be responsible for integration of refugees, as they have the most detailed information about the local situation. The EU money should be flowing transparently to particular applicants as well as on the particular integration measures in municipalities.

Work and housing conditions for refugees

A capable asylum seeker that is not posing risk to the society cannot work as they don't have a work permit. Unless, based on the prelimiary asessment, there is a security risk, a refugee should have an opportunity to work while waiting for asylum decision, so as not to increase their debt for provided housing and services.

Integration of foreigners into society

Czechia should integrate successful asylum seekers as soon as possible. This means language education, integration in school and assistance while seeking jobs. Newcomers should be informed about basic civil rights, freedoms and social norms in Czechia. Insisting on equal treatment of all people regardless of religion or sex is a must. We insist on that the Czech republic is a secular state and we refuse any attempt on creating parallel legal systems.
Each immigrant should have an individual integration plan. However, a financial support for asylum seekers should not be higher than what the state provides for their citizens in a similar social situation,

Transparency in the management of public funds
Solidarity requires trust. Funds allocated for integration of foreigners should be handled transparently. Tax payers from other member states should be able to look up on the internet how their money are spent. However, while standing for transparency of public sector, we don't seek violation of privacy of refugees by disclosing their personal data.

Elected Pirates in councils of Prague, Brno and other cities are willing to provide specific support for integrating refugees in their jurisdiction (eg. social support, integration schedules etc.) We are convinced, that with these policies, the wave of refugees can be handled well and that refugees can enrich our society. We are grateful for Pirates and other volunteers that personally devoted themselves in helping people in need.

On a personal blog post, PP-FI chairman (me) talked about importance of recognizing religious fundamentalism in refugee process. Officials working with migrants and police should have sufficient information, education and tools to recognize and work to combat extremism. One of the tools suggested was video-conference, or even a premilinary questionnaire for refugees, which would help share the (language, cultural) specialist workforce where needed. Also videorecord could be shared with immigration agencies and security services within EU, and facial regocnizion would help identifying refugees, from war tapes and asylum applications given previously in other countries. Post emphasized that moderate muslim is most important resource in combating all extremism within islamic community.

Migration enriches society
We consider diversity, which also develops when people of different heritage live together, as an enrichment to society. We recognize the mutual influence of discrimination by the social majority and segregation of people stigmatized as „foreign“. This situation is not compatible with our concept of human dignity.
The technological means to cover comparatively large distances has also fundamentally changed the conditions for migration. The Federal Republic of Germany has been an immigration country for decades. In addition, it is a part of the European Union, which is itself undergoing a process of progressive integration and is gradually taking over more responsibilities. Hence, the German immigration policy faces a quadruple challenge:

The development of the European Union also leads to the completely free movement of its citizens
Today, citizens of the European Union enjoy unrestricted workforce mobility and choice of residence. Within the European Union we see the development towards a completely free choice of residence. Social security systems must adapt to this change. Language training offers and cultural diversity are a part of this development.

Discrimination of labor migrants for several generations is inhumane
People who came to the European Union as labor migrants from former colonies and overseas territories have the right to become naturalized. This includes complete integration into the educational system and the labor market, as well as the option to participate and shape our cultural and political life.
Those states of the European Union which still base nationality on ancestry must introduce rules which give people born within the European Union the direct right to acquire the citizenship of their country of birth. As a consequence, multiple citizenship must be accepted for at least two generations to facilitate the integration of immigrants into the host country’s political and social life. The host countries’ success at integrating immigrants will be measured by the number of immigrants who are willing to renounce their foreign citizenship out of their own free will.
The European states are required to give immigrants and their descendants a real chance to acquire an education and achieve professional success. Reducing discrimination and enabling all inhabitants to live together in a beneficial manner requires targeted political action. People who are not citizens of a EU state must also have the right to participate in elections for communal representatives at their main residence.

Europe needs economic migration
The economic development of Europe depends on the promotion and utilization of the skills and abilities of all citizens who live here. Unfortunately, past efforts to educate broad segments of society often appeared to promote the opposite. But the demographic development of the European countries permits the forecast that this approach will not suffice to sustain the social security systems. Before economic and social injustice are not eliminated worldwide, the European countries are dependent on allowing everyone to settle here and contribute to Europe’s economic success. This requires rules which regulate economic immigration and distinguish between economic migration and the right to asylum for victims of persecution and war.
The waiting times for a secure residence permit and the chance for naturalization must be reduced significantly; special efforts by immigrants to learn the language and achieve professional integration must be supported; a lack thereof must not be used as an excuse for discrimination. Recognition of foreign degrees, certificates and diplomas must be facilitated to achieve professional integration. We need more international contractual agreements for the mutual recognition of educational degrees.

Providing asylum from persecution and war
Granting asylum against political persecution and the results of war and civil war are essential obligations under international law. This is a joint obligation of all European countries. Individual states’ efforts to evade this obligation - Germany being one of them - run contrary to this effort. People who seek refuge in Europe have the right to a life in dignity, to free movement and to participation in the workforce, in education and culture. This right applies even if the reasons for their emigration have not been recognized yet. It also applies if it is not possible for the refugees to return to their home country.

United against racism
Racism and cultural discrimination continue to be severe problems which endanger social peace in a diverse society. Violence and intimidation due to heritage, religion or culture are inacceptable in all instances. Therefore, we must oppose racism and xenophobia in any form, just as all other ideologies of hate directed against particular groups. Social Darwinist ideologies, which depict people of certain origins as naturally superior, have been scientifically refuted and are incompatible with the values and goals of the Pirate Party, just like those ideologies which justify a „clash of cultures“ by stating that certain social groups have collective hegemonic aspirations. Anti-Semitism and Islamophobia are examples of such ideologies. Here we must not only focus on the political far-right; we must also oppose prejudice and intolerance at the heart of society: everyday racism, latent anti-Semitic stereotypes and the emerging trend of Islamophobia.
The Pirate Party wants to support campaigns and initiatives aimed at improving the understanding between cultures and ideologies, reducing prejudice and promoting social cohesion. We also support campaigns which oppose activities of the extreme political right and help people to exit these types of social circles.

1. Fighting the causes of migration
War, economic inequality and lack of democracy are prime reasons for people to flee from their home countries. The Pirate movement must act globally to introduce democracy worthy of its name, to fight for economic sustainability by wealth redistribution and reform of the global economic system in order to recreate the preconditions for humans to live happily in their home countries.
In order to reach this goal, the European Union must take even economic actions against countries who do not respect human rights, regardeless of impact on the GDP (i.e. weapons and oil trade).
Instead, military actions must be minimized, as they represent one of the main reason of instability in Middle-East: the rise of terrorist groups are a direct consequence of military action seen as aggressions of Western states.

2. Asylum for refugees is a right, declared by International Convention
Granting asylum against political persecution and the results of war and civil war are essential obligations under international law (https://en.wikipedia.org/wiki/Conventio ... f_Refugees). This is a joint obligation of all European countries. Creating real integration is the best defense against terrorism dangers; and real integration is possible only if refugees are not seen as a potential danger by locals. Distributing the refugees in small groups is an effective way to achieve this goal. Dublin Regulation must be reviewed, and all members of EU must contribute. Individual states’ efforts to evade this obligation run contrary to this effort, and they should be blamed.

Rol van Europa
Het nabuurschaps- en ontwikkelingsbeleid van de EU moet gericht zijn op duurzame verbetering van de levensomstandigheden en de nadruk op de bevordering van de mensenrechten in alle partnerlanden en regio's.
Overdreven protectionistische maatregelen moeten aangepast worden. Als ontwikkelingslanden hun producten op de Europese markt kunnen brengen zal de economie aldaar tot bloei komen.

One question (from me personally) - to all that propose both Free Migration Rights and Basic Income - what is your plan to reconcile them? Do you think all the immigrants should receive Basic Income? -- zby
unconditional basic income would remove a large chunk of reasons for migrants to flee from their home country. pirate policy must flesh out the expectation that the pirate movement is global, that UBI must be pursued in the economically disadvantaged countries even before it gets to the richer ones. UBI must be designed in a way that it makes poor economies more competitive (which is achievable IMHO). --lynX

Technically, asking is not violation of privacy, neither is looking at social media posts made by that person to get information for refugee asylum -process. Using any method to acquire private data of person could be considered as violation of privacy. -k4rv1n3n, pp-fi

Tak proběhlo další mumble zasedání, zápis zde https://eu.piratenpad.de/Refugees-cep2019-Part2

Účast byla tentokrát méně valná, nicméně potvrzuje se stará pravda, že ten kdo chystá podklady, vládne. Němci z větší části přejali strukturu našeho stanoviska a začli jsme kopírovat text. Pár věcí jsme přeformulovali, ale jinak je to víceméně v pohodě. OFFTOPICco je špatně na myšlence "koncentrovat" uprchlíky v "táborech"? :D :D :D
